Technical Advisory Groups

Eligibility Policy TAG

Responsible for issues related to the arena of Medicaid eligibility policy. Since the welfare reform law passed, the group has focused on helping CMS and the states to interpret and implement it.

Chronic Care TAG

The Chronic Care TAG previously known as the Long-Term Care TAG began as an informal workgroup, and was created as a formal TAG in 1990. It deals with the complex issues of home- and community-based services such as 1915(c) waiver process reform, quality of services, cost-effectiveness, and modes of service delivery.

Fraud and Abuse Control TAG

Serves as a national forum for all Medicaid-related fraud and abuse control activities, including the identification of effective state efforts to identify fraud as well as the formulation of legislative proposals and regulations to combat waste, fraud, and abuse. Innovative approaches to both detection and prevention are emphasized.

Managed Care TAG

Formed in 1990 to address state and federal concerns with managed care. Explores rate setting, quality assurance, and other issues that arise in the development and operation of managed care programs.

Pharmacy TAG

Formed in 1990 to help implement OBRA 90 provisions relating to issues of prescription drugs, new age drugs, prior authorization, rebates, drug dispute resolution, and drug utilization review. The TAG also provides information and technical assistance on issues involving cost containment of the pharmacy benefit and Congressional proposals that seek to include prescription drugs in the Medicare program.

Payment Error Rate Measurement (PERM) TAG [Roster]

Created in May 2007, the PERM TAG was formed to address overarching policy issues identified by states and the Centers for Medicare and Medicaid Services. The first cycle of the PERM program was implemented in federal fiscal year 2006 and it brought to light a number of challenges with the PERM regulation and guidance to states. The issues considered by the PERM TAG include the overlap between the Medicaid Eligibility Quality Control (MEQC) requirements and PERM, the difference resolution process, and communication between states, CMS and contractors for the PERM program and providers.

Quality TAG

Provides ongoing information and technical advice to the states on issues relating to the quality of service provided in managed care settings.

Systems TAG

One of the longest-existing TAGs, this TAG has helped CMS formulate criteria to review quality of MMIS systems, requirements of subsystems, coordination of data elements, data collection, and other systems-related issues.

Coordination of Benefits/Third Party Liability TAG

This TAG is active with CMS in trying to improve the TPL collection process. Has a systems orientation but also works to develop better coordination with child support enforcement and other third party payers.
